What changed with the Ontario Workforce Priority Stream?

Effective June 26, 2026, Ontario eliminated all eight of its previous OINP nomination streams — including Human Capital Priorities, French-Speaking Skilled Worker, the three Employer Job Offer streams, and the Masters/PhD Graduate streams — and replaced them with a single stream: the Ontario Workforce Priority Stream (OWPS). If you researched OINP before that date, the old stream names no longer apply. OWPS has three pathways: skilled workers (TEER 0-3), essential workers (TEER 4-5), and self-employed physicians.

Ontario published a 130-point Expression of Interest (EOI) scoring system for OWPS on July 20, 2026, covering nine factors including job offer location, occupation category, TEER skill level, wage, language proficiency, Ontario work experience, Canadian tax filing history, education, and temporary resident status. This tool scores five of those factors directly against confirmed published guidance and clearly labels the remaining four as Zest's provisional best estimate, pending full confirmation of the official points table.

Do I need a job offer for every OWPS pathway?

The TEER 0-3 skilled worker and TEER 4-5 essential worker pathways both require a permanent, full-time job offer from an Ontario employer. The self-employed physician pathway is the only pathway without a job offer requirement — it instead requires active CPSO registration and OHIP billing eligibility.

Does a good score guarantee an invitation or nomination?

Accepted Answer

No. Meeting the pathway eligibility requirements and scoring well only makes you eligible to be considered — Ontario invites candidates from its Expression of Interest pool at its own discretion, and IRCC makes the final, independent decision on any resulting permanent residence application.
